Brandeanna Allen

Brandeanna Allen is an operations research analyst in the Office of the Secretary of Defense's  Cost Assessment and Program Evaluation (CAPE) office. In this capacity, she serves as the senior analyst in charge of ensuring the U.S. Navy's small surface combatant and munitions programs are balanced across cost efficiency and effectiveness to deliver the optimum portfolio of capabilities for both current and future operations. From 2016-2017, Dr. Allen served as the special assistant to the Director of CAPE. In this role, she provided quick-turn analyses to support major resource allocation decisions by the Secretary of Defense and Deputy Secretary of Defense. She also supported the Director in his role as chair of the 3-star programmers group and oversaw the organization's congressional and public engagements.  Prior to this, Dr. Allen served as a legislative fellow on the U.S. Senate Committee on Foreign Relations, where she provided analysis on a wide range of topics for the 2016 and 2017 State Department Authorization Bill.  Dr. Allen joined CAPE in 2010 and conducted macroeconomic and labor economic analyses, budgetary reviews and special studies in CAPE's Economic and Manpower Analysis Division. Brandeanna has a Ph.D. in economics from Middle Tennessee State University and recently completed a Certificate in Public Leadership through the Brookings Executive Education program. She is a recipient of two OSD medals for exceptional civilian service for rigorous analysis with major budgetary implications.
