Joshua Marcuse serves as senior adviser for policy innovation in the Office of the Under Secretary of Defense for Policy, where he works on policy innovation, leadership development, and organizational change. He leads the OSD Policy Design & Innovation Practice. He is an adjunct fellow at the Center for Strategic & International Studies. Previously, he worked at Booz Allen Hamilton and at the Council on Foreign Relations.

Josh is the founder and chairman of Young Professionals in Foreign Policy, a global nonprofit organization that fosters the next generation of foreign policy leaders. He is a fellow of the Truman National Security Project, and co-leads the DoD Expert Group. He also serves on advisory boards of Atlas Corps, the Franklin Project of the Aspen Institute, LearnServe, Luke's Wings, Millennium Action Project, Project for the Study of the 21st Century, and Young Government Leaders. 

Josh graduated from Dartmouth College and is certified in change management from the McDonough School of Business at Georgetown University. Josh is a New Yorker who lives in Washington, D.C. with his wife, Cathryn. Together they started the Charcuterie Club of DC.
