Kate Higgins-Bloom, USCG

Kate is the Coast Guard Fellow to the DHS Office of Legislative Affairs where she conducts congressional outreach on a variety of homeland security issues.

Before coming to D.C., Kate spent three years as the Incident Management Chief for Sector Boston. She oversaw port security, inter-agency response, and search and rescue along hundreds of miles of coastline. Kate was also a member of the Atlantic Incident Management Assist Team, and supported events ranging from oil spill response to the 2009 Presidential Inauguration.

From 2006 to 2007, Kate served as Commanding Officer of USCGC BARANOF, assigned to a multinational task force dedicated to protecting critical Iraqi maritime infrastructure and preventing piracy in the Persian Gulf. Before assuming command, Kate had a diverse career that included deployment as a member of the Principal Federal Official’s Cell for the Hurricane Katrina response and two afloat tours conducting counternarcotics and rescue operations.

Kate earned a Master’s of Public Administration from the Harvard Kennedy School of Government in 2011. She is a 2000 graduate of the United States Coast Guard Academy, where she earned a Bachelor’s of Science in Civil Engineering.
