Morgan Courtney is the special assistant to the Special Representative and Policy Coordinator for Burma at the U.S. Department of State, on detail from the State Department’s Conflict and Stabilization Operations Bureau. Prior to that, she served as a Special Assistant to the Chairman of the Joint Chiefs of Staff in the Chairman’s Action Group, where she helped to provide guidance on a range of issues, including Syria, the Asia-Pacific rebalance and security assistance
reform.

A conflict specialist with extensive experience in development, Ms. Courtney has worked on Darfur policy at the State Department for the Office of the U.S. Special Envoy to Sudan and worked at a Congolese refugee camp near the Rwanda/DRC border for the United Nations High Commissioner for Refugees. She has
also worked as an Afghanistan research analyst at the Center for Strategic and
International Studies and as the Special Assistant to the Deputy
Director of the Peace Corps. At the Peace Corps she helped to re-establish the organization’s
operations in Rwanda.

In
addition, Ms. Courtney has worked on health and environment issues at the U.S.
Embassy and United States Agency for International Development in Indonesia and on reconstruction priorities in Haiti
following the 2010 earthquake for the United Nations Special Envoy for Haiti, and on
HIV/AIDS for the Clinton Foundation in Burundi. She speaks French fluently
and is conversant in Kinyarwanda, Kirundi and Bahasa Indonesia.

Ms. Courtney received her B.A. in International Relations and French from Wellesley College
and an M.P.A. from the Woodrow Wilson School of Public and International
Affairs at Princeton University.
