Shannon Hiller

Burma Program Manager, Office of Transition Initiatives, USAID
Shannon Hiller is Program Manager for Burma at the Office of Transition Initiatives at USAID. She is also a Trustee and co-founder of the non-profit Mitra Network, helping military commanders connect with a network of development professionals for targeted advising.
Previously, she served as the first U.S. Manager for women’s rights NGO Women Win, after spending two years leading the creation of an intensive leadership, education, and soccer program for girls at-risk of human trafficking in Northwest Cambodia. She has also worked for USAID Uganda, NDI Cambodia, The Carter Center, Aspen Strategy Group, and the Center for International Trade and Security. She is a Security Fellow at the Truman National Security Project.
Shannon holds an MPA from Princeton's Woodrow Wilson School and a BA in International Relations and Political Science from the University of Georgia, where she was a Foundation Fellow.
