ALREADY THE TRUCE IN UKRAINE IS UNRAVELING: Last night Ukraine’s president declared a truce and the start of a new round of negotiations, but this morning the BBC is reporting that at least five people have been killed in new clashes between protesters and the police.

“Some live rounds have been fired but it is not clear by whom. Protesters are throwing petrol bombs, while police are using water cannon. Three European Union foreign ministers who had travelled to Kiev for talks with President Viktor Yanukovych flew out without seeing him,” the BBC reports. http://bbc.in/1bnP4Fc

— WHITE HOUSE, DoD URGE RESTRAINT: “President Barack Obama denounced the escalating bloodshed in Ukraine Wednesday, urging that country’s military to stay out of the conflict and warning of unspecified ‘consequences’ for those involved in violence surrounding ongoing protests,” POLITICO’s Josh Gerstein reports. http://politi.co/MdATXo
