Asia-Pacific Security Program Director Patrick Cronin testified before the U.S.-China Economic and Security Review Commission on China's relations with Southeast Asia. Our aim should be not to over-militarize the problem but to seek to win the peace through a concerted, long-term strategy of cost-imposition, capacity building, and engagement.
